Dear PALPA Members السلام عليكم

This is to inform you that Constitutional Petition No. 999 of 2026 was filed by PALPA before the Honourable High Court of Sindh against the agreement executed between the Federation of Pakistan through the Ministry of Defence (Respondent No. 1), Pakistan International Airlines Corporation (Respondent No. 2), PIA Holding Company Limited (Respondent No. 3), and State Life Insurance Corporation of Pakistan (Respondent No. 4), pertaining to post-retirement benefits.

Following were PALPA’s Prayers:

I. A declaration; medical grants and allocations represented to the Petitioners (and persons similarly placed), are protected by operation of Article 9 of the Constitution of the Islamic Republic of Pakistan (1973);

II. A declaration; the Petitioners remain entitled to medical grants and allocations as comprising Chapter 20 of Respondent No. 2’s Personnel Policies Manual;

III. A declaration; alterations diminutizing, qualifying, and / or limiting medical grants and allocations is an act that is ultra vires the Pakistan International Corporation (Conversion) Act (2016);

IV. (Without prejudice) A declaration; the Petitioners remain entitled to full disclosures vis-à-vis the contractual arrangement invoked by and between Respondents No. 3 and 4;

V. A direction; restraining the Respondents from, in any manner, curtailing, limiting, qualifying, and/or withholding medical grants and allocations admissible to the Petitioners by operation of Chapter 20 of the Personnel Policies Manual;

VI. All such other relief(s) as may be deemed permissible, just, and appropriate in the given facts and circumstances;

VII. Costs.

This constitution petition was filed by PALPA and supported by our veteran pilots namely Capt (Retd) Naqi-ur-Rehman, Capt (Retd) Shuja Naqvi, Capt (Retd) M. S. Khan and Capt (Retd) Bayar, for which we are extremely thankful.

The matter was fixed before the Honourable High Court of Sindh on 29th April 2026 at 11:00 a.m. The learned Divisional Bench, after hearing the arguments of the petitioners, was pleased to allow all the pending petitions in open court. A detailed judgment is awaited and shall be shared with the membership upon receipt.
