Clause 3.22 & 3.22.1 of PALPA-PIAC Working Agreement 2011-2013, under the caption WAIVERS states as under:-
3.22. WAIVERS As a goodwill gesture, Association agrees to grant waiver flights to the Management. The utilization of these waivers by the Management shall be within the laid down limits in the ANO. Flight Operations Management will provide a list of waiver flights to the Association for its consideration.
3.22.1 Flight on which Flight Duty Time exceeds ten (10) hours with departure timings between 2100–0600 hours (local time) shall not be planned for more than two (02) sectors.
The Flight Operations management was utilizing waivers granted by PALPA as a goodwill gesture on more than 30 flights. Waiver means flights out of the ambit of clause 3.7 and its sub clauses but within the ambit of the ANO. After the withdrawal of waivers effective SATURDAY & SUNDAY MIDNIGHT i.e. 17TH MAY 2015, all PALPA members shall follow clause 3.7 along with sub clauses.
The following are the pilots duty limitations of each combination of operation as per PALPA-PIAC Working Agreement 2011-2013.
SINGLE CREW (TWO PILOT OPERATIONS).
Maximum Flight Time. 08:30 Hours
Maximum scheduled flight duty time 10:00 Hours
Maximum scheduled sectors. 4 FOR JET AIRCRAFT
5 FOR TURBO PROP
SINGLE SET CREW OPERATION (TWO PILOTS/FLIGHT ENGINEER)
Maximum Scheduled Flight Time 8:30 hours
Maximum Scheduled Flight duty Time 10:00 hours
Maximum Scheduled Sectors 4 For Jet Aircraft
AUGMENTED CREW (THREE PILOTS OPERATIONS).
Maximum scheduled flight time. 10:00 Hours.
Maximum scheduled flight duty time. 13:00 Hours.
Maximum scheduled sectors. (3) for jet Aircraft.
Crew Compliment: The crew shall consist of two Captains and one Co-Pilot/First Officer.
AUGMENTED CREW (THREE PILOTS PLUS TWO FLIGHT ENGINEERS OPERATIONS)
The crew shall consist of two (02) Captains and one (01) Co- Pilot / First Officer, and two (02) Flight Engineers.
Maximum scheduled flight time. 12:00 Hours
Maximum scheduled flight duty time. 14:00 Hours
Maximum scheduled sectors. (3) for jet Aircraft
DOUBLE CREW/ TWO SECTORS (FOUR PILOTS OPERATIONS)
Maximum scheduled flight time. 13:30 Hours.
Maximum scheduled flight duty time. 15:30 Hours.
Maximum scheduled sector. 2 for jet Aircraft
DOUBLE CREW/ ONE SECTOR (FOUR PILOT OPERATIONS) L/R FLIGHTS.
Maximum scheduled flight time. 16:00 Hours.
Maximum scheduled flight duty time. 18:00 Hours.
Maximum scheduled sector. 1 for jet Aircraft.
3.7 AUGMENTED CREW (THREE PILOTS OPERATIONS).(c) Augmented crew operations shall be avoided as far as possible. However, if unavoidable, it will be applicable on Jet aircrafts only and NOT applicable where frequency of scheduled flight of any equipment is more than once a week.
